Season chicken with salt, pepper, and paprika.

In a skillet, heat oil over medium high heat. Brown chicken, drain fat.

Put chicken in crock pot. Chop onion and red pepper. In a small bowl, combine chopped onion, bell pepper, stewed tomatoes, garlic cloves, and rosemary. Pour over chicken. Cover and cook on low for 8 hours (or high for 4 hours).

About 1 hour before serving, Add peas to crock pot.

Prepare pearl barley according to package directions.

Serve chicken over pearl barley.
