Preheat oven to 400 degrees.
Brown ground beef in a non-stick skillet.
Add chopped onion and chopped Bell pepper. Cook until vegetables are soft. Drain off fat.
Cut the pepperoni slices in half. Wash and slice mushrooms. Stir pepperoni, pizza sauce, mushrooms, oregano and basil into meat mixture. Bring to a boil and reduce heat. Simmer uncovered for 10 minutes, stirring occasionally.
FOR TOPPING:
Combine egg, milk and oil in a mixing bowl. Whisk for 1 minute. Add flour and mix until smooth. Grease the sides of a 9 x 13 inch pyrex baking dish.
Spoon meat mixture into dish. Cover with shredded mozarella cheese. Pour topping over cheese, covering completely. Sprinkle with the parmesan cheese.
Bake at 400 degrees for about 30 minutes, until topping is puffed and golden brown.
Serve immediately. Accompany with berries.
