Cut potatoes into small (about 1") pieces. In a large pot, place potatoes and boil about 15 minutes.

Chop onions and celery into 1/2 inch pieces. Crush garlic.

In a large saucepan, saute onion, celery, and garlic in olive oil until tender.

Add ground beef to onion mixture and brown until no longer pink. Drain if desired.

Add tomatoes, paprika, salt, oregano, and cayenne into pan and stir to combine. Simmer for 15-20 minutes to cook tomatoes and blend flavors.

When potatoes are tender, drain, and mash.

Serve beef mixture over mashed potatoes.
